About the Certificate of Eligibility
If you wish to invite a foreign national to Japan from overseas, you must apply for a Certificate of Eligibility (COE).
The Certificate of Eligibility is an official document issued by the Immigration Services Agency of Japan to certify the activities that a foreigner will engage in while in Japan.
It is required for foreign nationals who intend to stay mid- to long-term in Japan.
Please note that activities not specified in the certificate will not be permitted.
What Is a Certificate of Eligibility (COE) Application?
This is a pre-entry application procedure that allows a foreign national intending to enter Japan to demonstrate that their planned activities fall under one of the designated statuses of residence (excluding “Temporary Visitor” and “Permanent Resident”), and that they meet the conditions for landing in Japan.
Once issued, the Certificate of Eligibility can be submitted to a Japanese embassy or consulate abroad to obtain a visa and facilitate the immigration process.

Important Notes on the COE Application
The Certificate of Eligibility has an expiration date—generally, it is valid for 3 months from the date of issuance.
You must complete the landing procedures and enter Japan within 3 months after the certificate is issued. If the certificate expires, you will need to reapply from the beginning.
Therefore, if you plan to invite someone from overseas, be sure to apply for the COE by counting backward from the intended date of entry into Japan.
Estimated Timeline for the COE Application Process
1. Preparation of application documents: Approximately 2 weeks
2. Immigration review period: 1 to 3 months
3. Sending the COE to the applicant overseas: About 1 week
4. Visa application at the Japanese embassy/consulate abroad: About 1 week
Steps to Obtain a Work Visa

Request Our Services
If you decide to proceed, we will sign a contract and begin the process upon receiving a 50% deposit of the service fee.
Since immigration rules change frequently, we will prepare your documents based on the latest information. You will be asked to review and sign the completed documents.
Gyoseishoshi Ishinagi Office will submit the application to the Immigration Bureau on your behalf. (Review period is approximately 1 to 3 months)
Once approved, the Certificate of Eligibility (COE) will be mailed to Gyoseishoshi Ishinagi Office by the Immigration Bureau.
After receiving the COE, the client sends it via email or other means to the foreign national living overseas.
The foreign national applies for a visa at the nearest Japanese embassy or consulate with the COE. In most cases, the visa is issued within 1–2 weeks.
*Please note that a brief interview may be required, and the embassy has the discretion to deny visa issuance.
At the airport in Japan, the foreign national presents their visa during immigration inspection and enters Japan with the designated status of residence.
The COE is valid for 3 months from the date of issue. If entry is not completed within this period, the certificate will become invalid.

If an application submitted through Gyoseishoshi Ishinagi Office is unfortunately denied, we will reapply free of charge as long as there is a possibility of approval.
